The University for All Program – Prouni aims to grant full and partial scholarships for undergraduate and specific training courses at private higher education institutions. Created by the Federal Government in 2004 and institutionalized by Law No. 11,096 on January 13, 2005, Prouni offers, in return, exemption from some taxes to those educational institutions that adhere to the Program.
Aimed at students graduating from public or private high schools on full scholarships, with a maximum per capita family income of three minimum wages, Prouni has a computerized and impersonal selection system, which provides transparency and security to the process. Candidates are selected based on their scores on the Enem – National High School Exam, thus combining inclusion with the quality and merit of students with the best academic performance.
Prouni also has joint actions to encourage students to remain in institutions, such as the Bolsa Permanência, the MEC/CAIXA and MEC/FEBRABAN internship agreements, and also the Student Financing Fund – Fies, which allows partial scholarship holders to finance up to 100% of the monthly fee not covered by the program's scholarship.
Since its creation until the selection process in the second half of 2012, Prouni has served more than 1 million students, 671 of whom received full scholarships. Since 2007, Prouni – and its articulation with Fies – has been one of the actions that are part of the Education Development Plan – PDE.
Thus, the University for All Program (Prouni) together with the Student Financing Fund (Fies), the Unified Selection System (Sisu), the Support Program for Restructuring and Expansion Plans of Federal Universities (Reuni), the Open University of Brazil (UAB) and the expansion of the federal network of professional and technological education significantly increase the number of places in higher education, contributing to greater access for young people to higher education.
