“The Importance of the Ombudsman in Environmental Protection: Ibero-American Dialogues”

The School of Law of ALFA Education – UNIALFA/FADISP had a prominent presence in the International Seminar , carried out by Court of Auditors of the State of Amazonas (TCE-AM) on the day December 13, 2024. The event brought together jurists, academics and authorities to discuss essential topics related to environmental law, governance and sustainability.

The seminar aimed to discuss the relevance of the Ombudsman's Office of official bodies in society. In addition to presenting legal, technical and practical notions on the right to climate, the right to nature and the new Latin American agenda on sustainability.

The seminar featured debates and lectures by national and international experts, covering topics such as:

  • The importance of the ombudsman in environmental education and climate justice.
  • Global environmental constitutionalism, focusing on experiences from Colombia and Europe.
  • Environmental accountability, governance and the role of public institutions in environmental preservation.

The event provided a space for dialogue to exchange knowledge and experiences on the challenges faced by society in relation to the protection of the rights of nature and climate justice, especially in the Amazon region.

  • Prof. Dr. Thiago Matsushita

THE Prof. Dr. Thiago Matsushita, Director of the ALFA Education Law School, chaired the Table 2, which was mediated by Prof. Dr. Erica Taís Ferrara Ishikawa. During the session, relevant topics were discussed on environmental constitutionalism. The Prof. Dr. Eric Leiva (Free University of Bogota, Colombia) presented the lecture “Global Constitutionalism and Environmental Law”, addressing the importance of environmental protection on a global level. Then, the Prof. Dr. Lina Escobar (Universidad El Bosque de Bogotá, Colombia) brought reflections on the constitutional challenges of environmental law in Colombia with the lecture “Constitutional Problems of the Environmental Law in Colombia”.

  • Prof. Dr. Lauro Ishikawa

THE Prof. Dr. Lauro Ishikawa, General Coordinator of Courses at the ALFA Education Law School, presided over the Table 4, which was moderated by Prof. Dr. Mariana Baeta Neves Matsushita. The debates revolved around contemporary environmental challenges. The Prof. Dr. Manuel Miguel Tenorio Adame (Catholic University of Colombia) presented the lecture “Derecho y Medio Ambiente”, proposing methodologies to address common environmental problems in Latin America. Then, the Prof. Dr. Bruno Cesar Lorencine (UNIALFA) highlighted the importance of accountability in environmental management with the theme “Environmental Accountability and its Efficient Structuring”. Finally, the Prof. Dr. Enrique Jesus Martinez Perez (Universidad de Valladolid, Spain) discussed the creation of a Spanish-Portuguese observatory to protect land and environmental rights in his talk “Hispano-Portuguese Observatory of Land Rights and the Environment”.

Launch of Collective Work and Certification

At the end of the event, there was a certification and the launch of the collective work of the course students “MBA in Institutional, Governmental Relations and Compliance”, promoted by TCE-AM School of Public Accounts in partnership with ALFA Education Law School – UNIALFA/FADISP. This work represents a significant academic achievement and reinforces the Law School's mission to train qualified professionals committed to ethics and governance.
